Hey Henry, we don't know each other. Let me present myself: I've written this code about 20 years ago. (It was one of my first contributions to Thunderbird.)

* I think it's fine to remove the domain-based options, which need a lot of UI surface and also backend logic.
* I would keep the general "Plaintext vs. HTML-only vs. both" preference UI. Many of our users feel very strongly about plaintext or HTML (and there are strong proponents in both camps), and removing the option will backfire in user satisfaction. This is a particularly emotional topic for some group people, and I think it's worth to keep that *one dropdown in the UI*.
* In today's world, it makes sense to remove the per-mail "Ask me" dialog and default it to Both, unless the user made a difference choice in the preferences.
