FWIW, this is currently the default, and the default should not be changed.

There are some users who want to always send HTML. So, may I suggest:
* Always send HTML and plaintext
* Always send plaintext
* Automatic (default)

The "Automatic" option would send Send plain text if the message is plain, otherwise send both html and plain text.
