I can confirm this bug with the downloaded translated build from
www.kairo.at/mozilla.

But it works (for me) if you download the 0.9.5 build from mozilla.org and 
install the de-at.xpi pack

BTW, this bug is OS=All.

I just posted the following message to netscape.public.mozilla.l10n - it
explains why this bug is happening, and announces the fixed pack/builds:

Hi all,

This is a warning, we got a nasty bug in 0.9.5 that affects L10n!

The bug happened at the switch of localeVersion to 0.9.5 (did only happen in
0.9.5 branch, nighlties are still at 0.9.4).

The pipnss and pippki components were somehow left at a localeVersion of 0.9.4,
so that they always fall back to the en-US version if you apply a correct locale
pack for 0.9.5

If someone does redistribute localised binaries, which are missing en-US files
(like I do), the problem gets worse: Security prefs are showing empty panels and
posting of any forms won't work!
That's what http://bugzilla.mozilla.org/show_bug.cgi?id=104684 for Mozilla de-AT
is about. Thanks to bug reporters for filing that problem.

Because of that happening, I did a respin of de-AT L10n for Mozilla 0.9.5 - the
files are here:

seems to be really fixed, verifying. Please reopen if it still occurs
