New article page doesn't include link to tagging guide

What feature should be changed? Please provide the URL of the feature if possible.

The standard edit page includes the text "Categorize the article. It will make the article findable under the right filters in the search engine. Read the Tagging Guide." with a link to the tagging guide underneath the "Tags" heading.

This is missing in the new page editing window. Please add it. The text "Tagging Guide" should be linked to "https://developer.mozilla.org/en-US/docs/MDN/Contribute/Howto/Tag".

(Related: the link needs to be updated in the regular edit page; it's pointed at a redirect page right now).

New users, plus pros that just don't remember the right tags to use (myself included).

Click link. Get info on how to tag properly. Tag correctly. Make docs easier to find and Sheppy very, very happy.

We should copy the way it is done on the edit document page (in fact you can probably just copy the template code).

I've attached a screen shot of how it looks on the edit document page but you can see the same thing yourself by editing any page ;)
