11499 - Empty .msf file created in same directory as apprunnerDebug

Using apprunnerDebug on a Mac today I happened to notice that an empty .msf file
was created when I closed the mailnews window.  The viewer_debug directory
happened to be open on my desktop when I clicked the close box on the mail 3 pane
window.  This file was created and it appeared just as the 3 pane was removed
from my screen.

More info, I see that a file called Inbox.msf was created at the same time as the
.msf file.  The inbox file has 4K in size.

It sticks out in my mind that alecf may be involved in the account
manager code that dictates where we look for folders. Alec, feel
free to re-assign to someone else =), I'm guessing...

Re-assigning to alecf and adding putterman to the cc list.

Using build 2001-09-4 on mac I can't reproduce an empty .msf file in the wrong
place.  According to bug 23972 we now need a .msf file for the folder so that
one belongs there.  Verified as worksforme.
