144165 - enter_bug product selection has a footer like without a login if no usebuggroupsentry

When selecting "enter a new bug" causes the product list to appear. On that page
the footer looks just like the user had not logged in at all. This is because
the user data hasn't been retrieved for that page. Note that this occurs only if
usebuggroupsentry param is off.

A minimal effort fix seems to be to add one quietly_check_login call. Attaching
a patch for that.

Adding keywords and some people to CC for reviews. Proposing milestone 2.16 to
get this into the branch as well. The fix is quite trivial and I believe this
was broken by templatization.
