There is a similar issue in bug 137255 (rewrap is misplaced in the same way). Do
we have a tracking bug for such menu issues?

who ever wants to work on those UI issues must consult with Jennifer Glick
(jglick@netscape.com) before waisting his/her time on a solution that could be
rejected.

I'm ok with Rewrap being moved to the Edit or Format menu (bug 137255), but i'd 
like to keep Quote Msg in the Options menu.

Could you please explain the reason? Option in my understanding is something
which effects later actions, while edit is something you apply just now with no
other future effects. This is true here. When you "quote message" it gets
inserted and that's it, it happens exactly at this time and has no future effect.

Edit menu contains your typical cut/copy/paste/del type of actions.

Options menu contains specific actions to be applied to the msg, both immediate, 
such as, Select Addresses, Quote Msg, Check Spelling, Rewrap, and actions you 
request now but take effect when you send the msg, such as, Sign/encrypt, Send a 
Copy, Priority, Format, and Return receipt. 

I think you can make a case for either location for a couple of these items. 
Hence, i'd recommend leaving them as is.

Right. "Quote message" is like "paste as quotation", it just takes the content
from a different source.

You are right, there are more thing (IMHO) strangly put there. I have never
noted the "select addresses" feature before due to that.
