using 11/24 build on Win 98

Bill, I'm opening a new bug for the temporary fix of Reload not working.
you mentioned in the bug report for 1444 that
the current fix still has some problems getting the cache
bypassed or something. see bug 1444.

please add comments to this bug report or re-assign this to
the correct developer.
