Add&implement a FlushTo() method to the nsIRDFRemoteDataSource() interface so
that RDF data can be flushed to a particular location

[Note: the old Flush() method only allows writing back to the original location,
thus this addition.]

By providing FlushTo(), we can then implement exporting to RDF of bookmarks.

For the *future*, FlushTo() can also be leveraged to allow writing to remote
locations (via HTTP/S, for example). We currently disallow that, BTW.

Ben & Chase: please review. :)
Being able to flush to a specific location is good, but what use are you
planning for the ability to export bookmarks to rdf?
Ben: various people over time have asked for the ability to export to RDF so
that they can process the data outside of Mozilla (server apps, etc).
