Anthony mentioned in bug 182089 that we could not recognize <html lang="zh-HK">.
I search the source and found it is indeed missing. 
We should make it an alias of zh-TW for now.

Anthony, can you give a try to the patch? I could not verify this. On windows no
matter what language group I specify, if there is only one font contains the
glyph, the glyph will be picked up from there.

Thank you very much for your patch!  It works very well indeed.  While we are
at it, let's add zh-MO and zh-SG too, as MS Windows and GNU C Library also
contain these locales, and I suspect some people do use them.  :-)  Thanks!

Is this patch still needed? Bug 152264 seems to have fixed at least parts of
this bug.
shanjian is no longer working on mozilla for 2 years and these bugs are still
here. Mark them won't fix. If you want to reopen it, find a good owner first.
