I installed Mozilla 1.2.1 over previous installation of Mozilla (I don't think 
the version number matters).  Tried to do Custom Install.  However, Custom 
Install options screen (Mozilla Setup - Select Components) gave me no ability 
to change selections:  ALL selections were selected, and ALL selections were 
grayed out, meaning that I could not change them.  After installation, I 
repeated installation.  Same thing:  Custom Install options screen (Mozilla 
Setup - Select Components) shows ALL selection selected and ALL selections 
grayed out, meaning that no customization of install can be performed.

Downloaded mozilla-win32-1.2.1-installer.exe on 16Dec02/0730am.  During 
installation, says I'm installing version 1.2.1.2002113012.

Allowed for customization of installed components.
The Installation Notes recomment installing to an empty dir. In other words
uninstalling old builds first. Resolving as dup of bug 82450. See also bug 161508

Out of curiosity, I UNINSTALLED my Mozilla installation, and then REINSTALLED 
it (mozilla-win32-1.2.1-installer.exe, downloaded 16Dec02-0730am).  The Custom 
Install options page then worked correctly.  After installation, I reran the 
installer AGAIN, and then the Custom Install options page did NOT work 
correctly, i.e., it did the same thing I described before.  Obviously, then, 
uninstalling a Mozilla installation before installing a newer release is a 
solution.  Perhaps such a solution might be built into the installer, i.e., 
forcing you to uninstall existing Mozilla installation before installing a 
newer release.

installing over an older version is considered  an 'upgrade'- and the reason for
components being grayed out- those files are 'required' to force new versions- 
it works in commercial product but not failsafe for Mozilla- as not enough
testing gets done between nightlies and milestones
