sidebar.cgi should link to report.cgi instead of reports.cgi for consistency

useful-links.html.tmpl and index.html.tmpl both link to
 report.cgi  (e.g. http://bugzilla.mozilla.org/report.cgi)
and sidebar.cgi links to:
 reports.cgi (e.g. http://bugzilla.mozilla.org/reports.cgi)

This should be consistent and since one can go from "report" to "reports" and
"report" offers other niceties (charts etc.), we should use "report.cgi".
