Currently there is this text
"Templatization also makes localized versions of Bugzilla possible, for the
first time. In the future, a Bugzilla installation may have templates installed
for multiple localizations, and select which ones to use based on the user's
browser language setting."

Given that there is some infrastructure to support the choosing of languages,
see e.g. here: http://www.bugzilla.org/status_updates/2003-04-24.html this
section should be updated.

This should be covered:
- Where to find translated templates:
  http://www.bugzilla.org/download.html#localizations
- How does the choosing of the language work (languages, defaultlanguage, ACCEPT 
  LANGUAGE HTTP header)
- Linking to this url (http://www.bugzilla.org/dev/l10n-guide.html)
  + taking some information from there and inserting it in
  http://www.bugzilla.org/docs/html/administration.html
  would probably also make sense
