250845 - [P3P] Replace "Turn Off Privacy Settings" with "Allow all cookies" (Cookie notification dialog)

Description

The current name is too vague for most users. "Allow all cookies" would be
clearer, and would make it easier or the clueless to rollback.

To reproduce:
1. Open the Cookie notification dialog by clicking the P3p eye icon in the statusbar
2. Press "Turn Off Privacy Settings".
3. Decide to reverse what you've just pressed.
4. Open the preferences for Privacy & Security and ask yoursef "which privacy
settings exactly did I turn off and where do I turn them on again?"

In addition to this change, it would also be a good idea to append the word
"(Default)" to "Allow cookies based on privacy settings"

its amusing that Help doesn't reflect the new prefpanel, still!

But if you're going to be in there, please use the current verbiage (namely
Allow all... , instead of Enable all cookies)
