I presume what you meant is to randomize if talkback is intstalled by default.

I would hope that it would be available as an option in custom install to everyone.
are we under bandwidth, dollars, or performance constraints?

OK.  Now that we have valu=idated that this actually works, wouldn't it make
more sense to set this back up to 100% leading up to the release, so as much
crash data as possible can be collected as the final release nears, and then set
it back to 20% for the final release builds?

Just a thought.
Just for the record, unless someone has rewritten the code the random percent
only applies if people pick one of the standard install types. If people go to
Custom and pick talkback then they will get talkback 100% of the time. This may
be useful to know for helping people with problems.
