This is a pretty simple patch to incoroporate the rest of tier 9 into libxul. It
moves a couple directories (gnome and ldap-xpcom) from tier 9 to tier 50 which
need to built dynamically or might not should be part of libxul at all.

I'm still not so happy about using "TOOL_DIRS" for things that aren't tools.
It's like we really need the concept of "second pass dirs"
