Make a XUL window containing a splitter.  Add something with a fixed position
and a z-index of 1.  It is drawn over everything in the window except the
splitter.  The splitter ignores the z-index and always appears on top.

Ah, yes.  So the splitter has a huge z-index....  Is there a reason for this?
No idea. Shall we take it out and see? :-)
That would be my vote, yes....  Better now than later in the cycle.  ;)
