Clicking on the Allowed Sites button in preferences produces a very small
rectangular window in the upper left corner of the screen. The window can be
resized but there is no content. There is no window name in the blue bar at the
top of the window so there is just a blank box in the task bar.

This was happening in the last build also. I had hoped the problem might be
fixed in the current build. I reinstalled the current build in a new directory
and have the same results.

Reproducible: Always

Steps to Reproduce:
1.click edit
2.click preferences
3.click privacy & security
4.click popup windows
5. click the Allowed Sites button
6. the defective window opens

Actual Results:  
the defective window appears in the upper left corner of the screen.

Expected Results:  
Opened a window that allow input of addresses of sites that are allowed to have
popup windows and show the addresses of those web sites you have already addd to
the list
