This is something we dont usually have to update, and missedin in the first bootstrap.cfg patch. However, after the recent kernel updates, this is needed for release, staging and nightly bootstrap.cfg.

Separate patch will be filed for the updates to the 1.8 bootstrap.cfg files.

The kernel was updated on Linux, but the bootstrap.cfg was not bumped to match; we had to cleanup old builddirs during the run to keep from running out of disk space, and so removed the zip partway through the run :/

This patch bumps the builddir (derived from the kernel version) and also only explicitly builds uk, zh-CN, zh-TW (the missing locales).

This gets into the directory name when it was used for the previous release :/ I thought patcher only used this for appv and used the version in the section (e.g. <3.0b3>) for everything else, but not so!

bhearsum is working on a more permanent fix, but this will do for this release.

note: no change to build cutoff, only bumping forward the rc version. This is because no code change needed in rc2. We are only doing rc2 to redo the compile/link, now that we fixed the PGO setup on fx-win32-1.9-slave2.
