Go to choffman's broswer buster
http://komodo.mozilla.org/buster/
with the jul 10/11 nightly build and click "top 100 sites"

Mozilla starts continuously spawning new windows until you get to about
20 open windows then it crashes (Dr Watson).

I wonder if somehow the frame target="" is being ignored or not recognised so
each page loaded appears in a new window.

Given that probability, it doesn't directly explain why there is no delay
between each window opening. It literally goes as fast as it can...
Which is not fast at all ;)

Using a bad file:/c:/not-an-existing-file also causes this behavior on Windows.

this is working today. Duplicate of bug 45047
