On firefox javascript settings, after check "Raise or lower window" it doesn't
work.

Reproducible: Always

Steps to Reproduce:

2.Uncheck "Block pop-up windows"
3.Check "Enable Javascript" and click "Advanced" button
4.In the "Advanced Javascript Settings" check "Raise or lower windows" then
close the dialog
5.Run test.html (see the attachment)
Actual Results:
The window still get focus although I have blur it.
