Steps to Reproduce:
1.Edit/Accounts/Copies & FOlders

Actual Results:  
Items in window asks for more space than it has (and it is not because of small screen -- the screenshot is from 1280x800 display)

Expected Results:  
Everything should line up by itself, without stretching it

Oops, that didn't quite work out. The original report is about the preferences window, but what you actually reported is a bug in the cs localization's translation in the account manager, which is a completely separate thing.

The Thunderbird translation of fccReplyFollowsParent.label in am-copies.dtd is

Uložit odpovědi do složky, ve které se nachází zpráva, na kterou je odpovídáno

while the SeaMonkey translation is

Uložit odpovědi ve složce zprávy, na kterou je odpovídáno

and since that string goes in a <label value="">, it doesn't wrap to multiple lines if it overflows, so localizers have to make sure that it is either short enough to fit (like, I presume, the shorter SeaMonkey version does), or if that's absolutely impossible, have to increase the width in the entity accountManager.size in AccountManager.dtd.
