Mozilla has had code in it for some time that makes its DOM implmentation more
compliant with the DOM Level 2 spec wrt handling of namespace elements. This
code is currently protected by a pref and the code is turned off by default. The
code needs to be enabled now so that it will get some really heavy testing for
about a week with the pref turned on, and once that has been on for a while the
old code (and the pref) should go away for good.

The pref is now turned on by default.
The new DOM Level 2 code is mostly checked in now, one minor, yet important,
thing left to do.
