Marking perf, nominating as nsbeta3 with all the usual grafitti to push it
through the system. This is an extremely low-risk change, and although it won't
save the world, it's one of the thousand cuts that's killing us.

PDT: Going out on a limb. If risk is truly minimal, mail/news scrolling is one
of our biggest usability issues. Will take for PR3. Please "guarantee" this
won't hoark the tree! If in any doubt, hold for RTM.
