As of now, we need to relaunch Mozilla to have locale switching take effect.
However, we don't need to do so after theme switching.

07/02.  Do you agree that this bug blocks 80230?

It's not in for current release.
Do you agree with Jbetak's statement that this is a blocker for 80230, which is
marked PDT+?

the problem with locale command-line switching moved to a bug 91866, so I'm 
updating the blocker list. The blocker affects Win only and it's not clear, 
whether addressing this bug might help to fix it or not.
