Upon closing down Mozilla while a download window is open, I cannot restart another instance of Mozilla

From Bugzilla Helper: User-Agent: Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; m18) Gecko/20010131 BuildID: Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; m18) Gecko/20010131 When I start downloading one or more programs from internet, and I close down all Mozilla windows in use, but for the download boxes, I cannot open up Mozilla again until after all downloads have either stopped or been cancelled. This might be some kind of dup of 65515 Reproducible: Always Steps to Reproduce: Go to some site to download something. When the download box is open, and you start the download, kill all Mozilla browser windows you have open, but for the download box. Wait a minute and then try to re-open Mozilla. Actual Results: It will not open up another new Mozilla browser. You won't even see the splash screen. Just your mouse-pointer will have the hour-glass. That's all. Expected Results: Mozilla should open a new browser window. Just like Netscape 4.x did in the past.
