- launch fizzilla build under os9 - close all windows menu bar goes away. can't quit app. we need a notion of a "default" menu bar like the non-carbon menu code does. for consistency, just make it the first menubar we see.

Only happens under X. I changed the OS version to reflect that. Any chance the hidden window changes affected it?
OS: Mac System 9.x → MacOS X

that's my guess. i'm assuming that if a window is offscreen it doesn't get activates...but i swear i tested this before landing...easy enough to turn it off and see
