Right now we allow the user to make a choice about whether they would like to
download via FTP protocol, or via http protocol. We give users this choice
because it is sometimes easier to download via http when behind a firewall. 

This decision should not be left to the user, but instead we should default to
FTP downloading, with an automatic failover to http if FTP is not successful
after two tries.  This will clean up the user experience, and remove a step in
the download/install process.

1. Run stub app
2. Begin download/install process
3. Navigate to Download Options window
