If you insert a table into a cell the % width setting shows "% of window". 
Instead of saying that it should show "% of cell" since the cursor is in a cell.

Reproducible: Always
Steps to Reproduce:
1.Open Composer
2.Insert a 2x2 100 pixel table using the table button on the toolbar
3.Click in one of the cells in the new table
4.Click on the Table menu and choose insert - table

Actual Results:  You will see that on this window the width is % of window
instead of the setting that will actually be applied, % of Cell.

Expected Results:  I expect when inserting a table that I will see the "% of
cell" instead of "% of window" width setting.
