No-one uses tags because, for over a decade, they've been made too painful to use without the plugins.  Now, as far as I know, you CAN'T write the plugins that made tags nice and useful.  I'd consider it, now that iI can even begin to be able to do it, except that I fear for my life trusting firefox again.

That said, for getting tags going again, what I think you want is a barrier (already there) between the Firefox innards and the place plugins live.  Plugins should be able to submit (extended and complex) boolean algebraic queries across that barrier to be "compiled" to SQL by trustworthy software, and used to query the places database.  I inherited this software, but modernizing it is too likely to be a waste of my time, say if another cohort of inconsiderate's are more taken with making fun of the disabled than helping them out.

My software currently works in Waterfox.
