The support for object URIs in WebExtecutor is landed. We will not be proceeding with the API change at this point. 

To bring the blob download functionality to Fenix (and other apps) you'd need to allow `blob` schema in the `DownloadManager`, `FetchDownloadManager` etc. classes.
