Note that Speech Recognition is disabled by default everywhere, and is available Nightly-only behind the `media.webspeech.recognition.enable` preference. I believe the plan is not to ship the current implementation into release and enable it by default, but the plan is to build something that works offline on the user's device using DeepSpeech (see bug 1474084).
