I did test both phone and tablet, and I tested Chrome as well. The initial zoom level chosen by Firefox matches Chrome in both cases.

I do see that Focus+WebView chooses a larger initial zoom level. I don't know why that is, but I would consider that a bug in Focus+WebView, not a bug in Firefox.
