Anyway, I'm going to close this because the part that was an actual bug:

was fixed by bug 1519013.

If you have further comments about the general issue of pages loading at their minimum zoom level, the best place to have a discussion about that is probably in an [issue for the explainer doc](https://github.com/bokand/bokand.github.io/issues).  The Firefox is behaviour is unlikely to change in that respect unless there is consensus among other browser implementers in such an issue.
