Here, I'm proposing that we relax that restriction a bit, and allow immediate handoff in a specific set of cases: pages like Bugzilla that have a "full-page" div that that's scrollable, and where handoff only occurs because zoomin in can make the <html> scrollable as well. I was wondering if you think that's reasonable.
