[Prerequisites]:
- Have a Firefox profile with the "browser.newtabpage.activity-stream.discoverystream.config" pref set to "{"api_key_pref":"extensions.pocket.oAuthConsumerKey","enabled":true,"show_spocs":true,"layout_endpoint":"https://getpocket.cdn.mozilla.net/v3/newtab/layout?version=1&consumer_key=$apiKey&layout_variant=basic"}" in the "about:config" page:
	
[Steps to reproduce]:
1. Open the browser with the profile from prerequisites.
2. Open a "New Tab" and dismiss all the cards from the "Recommended by Pocket" area.
3. Observe the behavior.

[Expected result]:
- All cards are dismissed and a user-friendly message is displayed.

[Actual result]:
- The user-friendly message is not displayed and the "Recommended by Pocket" section entirely is collapsed.

[Notes]:
- This issue is reproducible on an all the "activity-stream-pktnewtabH12019-release66smoketest1" experiment branches. 
- This issue is not reproducible with the default New Tab experience.
- Attached a screen recording of the issue.
