As verified in comment #5, on linux about:newtab displays dark on explicitly enable dark them in Firefox. 

NI Kestrel to help clarify work needed post Bug 1529323 fix to support system dark mode on linux with gtk themes for about:new tab pages. It will help assign bug to correct component.Thanks!
