On Android, I've observed this to
a) effectively disable the currently active (user-installed) theme (it's still showing as active in the add-on manager, but doesn't actually work), and
b) uninstall [1] all disabled themes (which will include all user-installed themes except for the one that's possibly enabled) on the next restart.

[1] I've checked in the profile directory - the affected themes really are gone for good.
