This is still reproducible for me. I'm using the URL below[1] to test with. Restoring a closed tab, or a browser restart with session restore results in the page loading at the top of the page and not automatically scrolling to the URL anchor. I tried mozregression, but could not find a good revision to test with. Was bug 1569820 erroneously closed as a duplicate?
