Looks like tier2 TV failure[1] and tier2 fission failure[2] fail at running `ServiceWorker that proxies all fetches`[3].

Looks like tier2 TV failure[1] and tier2 fission failure[2] fail at running `ServiceWorker that proxies all fetches`[3]. I'm not familiar with ServiceWorker's code, please redirect to the corresponding person to get further analysis.
