Maybe we could use [`URI_DANGEROUS_TO_LOAD`](https://searchfox.org/mozilla-central/source/netwerk/base/nsIProtocolHandler.idl#201) flag? That way moz-extension pages that are not exposed to the web would also be immune RFP.
