Katie, could you take a look at this / bug 1393749? In full screen, the toolbar context menu contains just two entries: "exit fullscreen" and the checkable "Hide toolbars" item. I agree with comment #9 to the extent that I think we should not override the normal context menu in full screen - I think we should show those two fullscreen items at either the end or start of the usual context menu, when it appears. Does that sound OK? (Note: unlike comment 9 I'd like not to get rid of the "hide toolbars" item - it's useful esp. on macOS, and if we get rid of it there is no way for a normal user to configure this besides about:config, where I don't want to send most users)
