I got a bit confused with the distinction between `RasterSpace` and `RasterConfig`, I'm not sure what the connection is between those two, if there is one.

`RasterSpace` seems to feed only into `TextRun` by way of `PicturePrimitive` where it tries to crank up the font resolution with any provided `Local` scaling factor, within reason; and `Local` raster seems to be driven by webrender_API inputs only?

On the other hand `RasterConfig` establishes a raster root when using svg filters or perspective transforms (line 4702) except if that would result in a giant render target (line4872).

It feels like these two should be related, but I can't find the link :)
