The search input box for filtering HTTP header in the `Headers` side panel should be moved to the top so, we are consistent with the other panels.

A small toolbar with "Filter Headers" and a toggle for "Raw Headers" would be great. It'd be consistent with the Messages tab, or with what we have in the Inspector for Computed styles.
