Some further investigation revealed that this bug reproduces only when GVE is installed from an PK downloaded from Taskcluster (I use android-aarch64-opt builds) and does not reproduce on debug builds. 

There might be a timing issue here related to https://bugzilla.mozilla.org/show_bug.cgi?id=1647779

As for exposing options - GV doesn't check the type of connection at all. GV has three options: not play anything, play only video and play everything. So we actually already have the requested option.
