Python started bundling pip with Python 3.4 (source)[https://docs.python.org/3/installing/index.html#install-pip-in-versions-of-python-prior-to-python-3-4] however: "Appropriately versioned pip commands *may* also be available" (emphasis mine). Does `python3 -m pip` work? It should output the help for `pip`.
