Alt -> File -> Import from Another Browser...

Interestingly,
After failing once, the problem is gone the second time around.

STR:
Start Nightly with New  profile
Alt -> File -> Import from Another Browser... , then the buttons are empty. 
Close the dialog.
Alt -> File -> Import from Another Browser..., then it is working without problem.
