I am personally not a user of `browser.urlbar.openViewOnFocus` set to *false*, but I tried it out based on feedback I have seen since 75 has dropped to beta, and I think this would be a nice improvement. 

After setting `browser.urlbar.openViewOnFocus` to *false*, clicking or doing `Ctrl-l` should not put padding around the megabar. This matches Chrome's behavior in not adding rounding (for example) to the omnibar until a user has typed something. 

This would also ameliorate some of the inconsistency in bug 1614833 for people who bother to set this preference, since the inconsistency would only appear when there is text in the separate search box.
