I'd like to mention the alternative, which would make it easier to migrate from Enigmail preferences, and avoid the need to migrate the existing pref. Instead, we'd add two more bool prefs.

[x] If I enable encryption, then sign the message by default
[ ] If I enabled digital signing, then encrypt the message by default

Enigmail had offered the above two checkboxes, see the screenshot.
