My understanding is the same as Agi's. There is a very small possibility that some users set (through about:config which I wasn't able to, we can test more if needed) their downloads folder to be in some other location that the external storage - what normal users see as storage - device or sdcard. `<root-path name="root" path="."/>` users could use fennec's internal storage + any external storage mediums. `<root-path name="root" path="/storage/"/>` would mean any external storage - device memory + sdcard, USB OTG drives, etc.
